You can record a video in Moments via Camera starting with the latest version of WeChat .

Enter Moments > Tap the camera icon in the top right corner > choose Camera to record a short video or tap Choose from Album to post videos. Only videos within 15s could be post directly from album when you select Choose from Album. For videos over 15s, tap Edit at the bottom right corner to adjust the duration.
