The total call cost is that calling duration multiple the rate per minute. 

WeChat Out doesn't charge for calls which are not connected or picked up. Once a call is connected, an one-minute calling period is assessed immediately. This charge applies to any fraction of one-minute therein. 

For example, WeChat Out will charge you for one minute and two minutes respectively when you made calls of 49 seconds and 115 seconds.
